In the 167th episode of The Simpsons, Homer provides the voice for Poochie, a new character added to the The Itchy and Scratchy Show in a desperate attempt to boost sagging ratings. NOTES: with this episode The Simpsons surpasses The Flintstones as television's longest-running, animated prime-time series; in some airings, the couch opening in which both families appear is shown instead of the "Sergeant Pepper" opening originally used

hexwitch: Roy is supposed to illustrate the point they're trying to make with Poochie. Note that he enters when Lisa remarks that "Adding a new character is often a way shows try to boost low ratings. It's a joke. He has no relevance to any other episode in the series ever.

Aside from what shppngfrk18 said, it was an all-right episode and I really did like it. I did like the guy with the sunglasses, who was staying with the Simpsons; it was funny :)
