Second Act, while ridings to school, Bart believe he sees a malevolent gremlin on the side of the bus. And final act, Mr. Burns is Dracula, in a spoof of Francis Ford Coppola's vampire film.

I hope you are kidding! This Treehouse is from season 5, which aired on Oct. 28, 1993. I remember when it came out a long, LONG time ago, I was probably 13 or 14! Maybe you're confusing it because Ned played the devil again in Treehouse of Horror season 19 in the segment called "Heck House", only he looked a bit differently and was considerably less funny.
